Introduction
Classification: UN3480, Class 9 Dangerous Goods, PI965, Cargo‑aircraft only. State‑of‑Charge (SOC) ≤ 30%. Individual
21700 battery are normally under 100 Wh; cells exceeding 100 Wh are prohibited on passenger aircraft and may only be shipped via cargo aircraft, sea or rail.
Mandatory documents: UN38.3 report & summary, MSDS, dangerous goods packaging certificate, air / sea transport identification report.
Trade terms: All main transport modes can be arranged under
DDP / DAP / FOB / CIF.
1. DG Dangerous‑Goods Air Freight (Mainland China DG / Hong Kong DG Air)
Mainland China DG Air Freight
- Departure: Mainland airports. Requires full factory‑issued dangerous‑goods packaging certificates and airline DG‑approved space. Cargo‑aircraft only (CAO); passenger aircraft reject bare UN3480 cells.
- Service options:
① Airport‑to‑airport (FOB)
② Air DDP / DAP: DG air leg + last‑mile local delivery by DPD / UPS / FedEx at destination.
- Transit time: 8‑14 days for Europe & North America; 4‑7 days for Southeast Asia.
- Suitable weight range: Tens of kilograms up to several tonnes for time‑sensitive orders.
- Restrictions: Per‑package weight limits apply; SOC must be ≤ 30%. Shipment from mainland China is impossible without valid DG packaging certificates. Use Hong‑Kong DG service instead.
Hong Kong DG Air Freight (widely‑used industry option)
- Cargo trucked from mainland China to Hong Kong for DG declaration and departure. Mainland‑issued DG packaging certificate is not required, but UN38.3 and MSDS are mandatory.
- Cargo‑aircraft only. Air DDP available for Europe, North America, Southeast Asia, Middle‑East markets.
Note: Hong‑Kong DG channel does not equal undeclared grey‑market shipping; formal UN3480 declaration is still required.
⚠️ Standard DHL / UPS / FedEx general accounts cannot accept bare 21700 battery. Dangerous‑goods‑enabled carrier accounts or freight‑forwarder DG special lines are required. Private consignments of bare cells are almost always rejected.
2. Ocean DG Dangerous‑Goods Sea Freight (FCL‑DG Full Container / LCL‑DG Less‑than‑Container Load)
Bare 21700 battery cannot travel in ordinary general cargo containers; DG dangerous‑goods containers are mandatory.
LCL‑DG Less‑than‑Container Load
- Suitable: Several hundred kilograms to 3‑5 tonnes, insufficient for a full container.
- Transit time: 30‑40 days to Europe; 32‑42 days to US West Coast; 12‑20 days to Southeast Asia.
- Service options: Port‑to‑port (FOB / CIF); sea DDP door‑to‑door double‑tax‑cleared service is also available.
- Requirements: Full DG packaging documents, MSDS and UN38.3. IMDG code requires stowage on deck for long‑ocean routes; SOC ≤ 30% is recommended.
FCL‑DG Full Container (20DG / 40DG container)
- Suitable: Mass shipments above 5 tonnes; lowest unit cost.
- Advantages: Insulated from LCL space congestion; better stability during peak shipping seasons.
Sea‑air combined service: Ocean main leg plus final air leg. Cost sits between pure air and pure sea; offered by a limited number of forwarders.
3. China‑Europe Railway Express (Rail DG Dangerous‑Goods Transport, RID regulation for UN3480)
- Routes: China → Central Asia and EU countries (Germany, Poland, France, Spain etc.).
- Requirements: DG packaging certificate, UN38.3, MSDS, rail dangerous‑goods declaration; SOC ≤ 30%, Class‑9 hazard labels required.
- Transit time: 16‑25 days to Europe. Faster than sea freight, cheaper than air freight.
- Service options: Railway DAP / DDP door‑to‑door; station‑to‑station service also available.
- Limitations: No direct rail service to North America. DG rail space can become tight in peak seasons. No direct rail links to Southeast Asia.
4. Cross‑Border Trucking
- Overland truck export from China: Mainly for neighbouring Southeast‑Asian countries (Vietnam, Thailand etc.), via China‑Laos rail‑truck intermodal or China‑Vietnam DG trucking.
- Intra‑European trucking: Used for last‑mile delivery after cargo arrives at European terminals of China‑Europe Railway Express; not a primary main‑leg transport mode.
Direct trucking from China to Europe / North America is not feasible; trucks only serve final‑mile distribution.
Non‑compliant grey‑market channels (High risk, strongly discouraged)
(A) Undeclared mis‑declaration: Bare UN3480 cells falsely declared as “batteries‑contained‑in‑equipment” or general accessories for air / sea movement.
Consequences: Cargo detention, return shipment, heavy fines, enterprise blacklisting by airlines and customs, or direct cargo destruction.
(B) Re‑labelling / mis‑describing battery commodity names. X‑ray inspection will detect non‑compliance and penalise the whole shipment.
